Gang leader found tied up

It was a odd sence as the local green bay police pull up to a park on the west side. Gang leader of the bloods and crips was found at 3 am this morning naked afraid and tied to a tree. Locals say the man could be heard screaming from blocks away as he was heard for hours before anyone called the police. Not sure but foul play is suspected.
