Impeding traffic!

Bus driver, Mr. Ed got tired of certain students coming late to the bus so he decided to drive at a slower rate of speed in getting the students home after school. Shortly before midnight Mr. Ed was stopped by police and cited for impeding traffic. The students made it home safely with the last one getting home at a few minutes after midnight!
