Latino Man found giving oral pleasure to another male outside of vehicle in Perth Amboy, NJ.

Wednesday morning around 1:47am a former Perth Amboy resident Issy Franco was found giving oral intercourse to another male (name undisclosed) inside of the Harbortown facilities. As officers drove around the location to check for safety precautions Issy was found outside of vehicle on knees facing the crouch of the other male. Officers Ralph Dominguez and Paola Ruiz were the first to arrive on the scene. Arrests were made to both males and no injuries were sustained.
