Local Chico man, former Pleasant Valley High School basketball star, has a warrant out for his arrest. The incident happened roughly 4 weeks ago. The Chico PD contacted our department in hopes that people will have information of his whereabouts.
A 19 year old Butte College Student, who will remain unamed said Devon Hills, 31, took her into his trailer and forced her to preform oral sex on him. She said Hills then tied her up with a zip tie afterwards and left her there naked foe several days until a neighbors heard her screams and rescued her.
