Local authorities are seeking information on Phillip Rowland, 29 of Pine Ridge South Dakota. Rowland is wanted for stealing women’s underwear from clotheslines in the East Ridge Housing area. Authorities say Rowland was last seen near his home in Pine Ridge. Authorities are asking the public to be on the lookout as he may still be at it.
