Man caught masturbating in local development

A Bellefonte man was caught masturbating outside a window in the Springfield development in Zion near rte 550.
Bob Walters, 39, was seen by the residents with his pants around his ankles and pleasuring himself while peeking into the window. Upon apprehension he was found with a machete and several yards of rope.
He has been placed in Centre county prison with bail set at $250,000. A hearing will be scheduled.
