Roy Lee Capps from the V.A was arrested after slow speed pursuit

Roy Capps 38 from Van Alstyne was arrested after slow speed pursuit. Capps was on a 50cc moped on highway 121 riding wheelies when the local PD caught up to him. Local PD advised that Capps was Tazed and sprayed with pepper spray before surrendering.
