Local Illinois facing charges for distributing and manufacturing child porn.

Couper Shaffer is being held in constudy for distribution and creating child pornography. After looking into files on his phone, authorities found several videos of children stripping on camera. These children he finds on Xbox, and other stranger to stranger apps such as Omegle.
