Charlotte wilbur was pulled oover on July 19th at 2 p.m. when the cops heard a loud banging from the back of her car. They told her to open the vehicle where they found a black man named John Hayes AKA salt tied bound and gagged in the back of her white Infiniti. she said to police that she couldn’t get him off of her property or to move out so she was going to throw him over the bridge.
