Hagerstown Man wanted for questioning in alleged animal sexual misconduct

On Wednesday May 9 2018, around 1:30pm a call was placed to the Washington County 911 emergency center. Erick keplinger, 368 pangborn blvd was traveling past a farm located in the 13000 block of Damn #4 road when he witnessed William Blackburn of Hagerstown allegedly trying to have sexual relations with what he said looked like a sheep or a goat… Lmao too funny I was just trying this out hahaha
